Command & Conquer is very impressive with the scene for Yuri's Revenge, Tiberian Sun, Zero Hour, Tiberium Wars, and Red Alert 3 is quite big. There's an extensive modding capabilities Command & Conquer: Generals - Zero Hour have very popular mods like Rise of the Reds and ShockWave.

What's the RTS games with the strongest community and modding support?
 
I know some games have a lot of people playing and making new content for them. And one of them is StarCraft II. It's been around for a while, but people still love playing it and making new things for it. So, my pick is StarCraft II.
 
The beauty of RTS games being mainly PC based is that they get a load of mods. The one that stands out is Supreme Commander. There's LOUD and FAF. FAF is massive and has kept SupCom relevant since the game released in 2007. If it wasn't for FAF no-one would play Supreme Commander.
 
StarCraft has a strong community and modding support, which makes it easier for old and new players to play the StarCraft game. Custom maps keep the community engaged and constantly delivering new content. The game's supporters are determined to conserve its heritage and actively contribute to creating new content. Apart from StarCraft, Age of Empires II has a strong community and flourishing modding support. There are many game tweaks available for both newbie and seasoned Age of Empires II players.

True, both StarCraft and Age of Empires have been a strong RTS game's franchise over the years. This have played a strong role in making it possible for them to build a strong community to assist gamers both old and new ones. It's why I love those games too.
